Once again it's Rally Time in the north woods of Michigan's Upper Peninsula. The Lake Superior Region of the SCCA along with D&N Bank is sponsoring "The D&N Bank Lake Superior PRO Rally" Round #10 of the SCCA/Michelin PRO Rally Series, it will also count toward the North American Rally Championship. This year's event will be three events in one, a full National along with two separate Coefficient 2 Divisional events. We have changed our format a little this year switching to a one day event all on Saturday. We hope this will make it easier for some of you to make the trip North. After the "winter that would not end" many of our traditional stages to the north are not usable this year. To make it a challenge of driving skills, rather than car preparation we have gone with a "kinder gentler" route this year. We will be running in Baraga, Houghton, Ontonagon and Iron Counties mainly in the Ottawa National Forest.
Headquarters
All Rally events, Headquarters, Registration, Scrutineering, Press Headquarters, welcome party, and the awards presentation will be at Dee Stadium in downtown Houghton. Dee Stadium can be reached by following US 41 into Houghton, as you come into Downtown Houghton US 41 will split, take the first right and follow the road down the hill behind the Citgo Quik Food Mart. The Dee is the large Ice Arena on the Right. The OFFICIAL NOTICE BOARD will be located at Dee Stadium. Official Notices may also be found at MTC's during the Rally.

Entry is open to SCCA members holding a valid SCCA National PRO Rally License, FIA Driver's License, or valid CASC National Rally License. No National Licenses will be issued at the event.
A Divisional license is required for the divisional event. A Divisional Licensing Seminar will be held Saturday morning 10:00am to Noon. Provisional Divisional Licenses will be issued to those attending. If you need to attend the Licensing Seminar please make a note of it on your entry form. The Route
The entire rally will run south of Houghton this year in Baraga, Houghton, Ontonagon and Iron Counties mainly in the Ottawa National Forest. The National event has a total of 427 miles with 162 stage miles and 265 transit. The first divisional "Lac Vieux Desert Rally" will be stages 1-7, 59 miles, and 105 transit miles. The second divisional "The Ottawa Challenge" consists of stages 11-16, 74 miles of stage and 111 transit. There will be plenty of time to change drivers and make repairs between the events. The road surfaces will be mostly smooth twisty gravel. Two stages will be very sandy were ruts may be a problem. All the surfaces tend to get very slippery when it snows. Trees have been known to fall down and block the entire road.
Vehicle Insurance and Waivers
It is the competitor's responsibility to assure that each team member
(Driver, Co-Driver, and all Service Personnel) personally signs the SCCA Waiver Form and display the required wristband throughout the event. Service personnel not displaying the wristband are not permitted to work on a competition vehicle. Violation of this requirement will result in penalties for the competing team.
Competitors are reminded that they must show more than just proof of insurance at registration. You will have to prove that the Rally car and all service vehicles have current minimum liability insurance coverage of $100,000/$200,000/$50,000 which meets or exceeds the vehicle insurance standards established and required by the SCCA.
Service and Service Areas
Each Service vehicle and its personnel must be registered. All service
crew members must sign a waiver at Registration. Infractions of the rules by service crews will cause penalties to be assessed against their competing cars. This includes traffic infraction, drug and alcohol use, and other items specified in the NPRR. Maps of service areas will be provided in the service crew packets, and in the competitor route book.
Servicing will be limited to those areas specified. A route will be provided between service locations for those teams wanting a course to follow. Several sections of the route will be specified as FUEL ONLY. In these locations, we request that ONLY those vehicles requiring fuel actually stop, and all others continue on the transit. These locations may be on narrow roads.
Fuel will be available in Houghton, and at the L'Anse service. Fuel will not be available after the L'Anse service. Crews should make arrangements accordingly.
Technical Inspection
Technical inspection will be held in Dee Stadium per the event schedule. At least one member of the team must be registered to receive Tech. forms. The car may be brought to Tech. by any crew member that is registered. Cars entering a divisional event must have passed their annual Tech. Annual inspections will not be preformed at the event. Log books will not be issued at the event. If you require these please make arrangements with the Chief Scrutineer, Andrew Whelan before the event.
Miscellaneous
Starting Order will be determined on the basis of a seeded draw (Sec 12.4
NPRR) on October 17, 1996. A Reseed will occur after stage 7 based on two stages. Competitors may pick up their route book at registration. Competitors are
responsible for completeness of the book. Additions and corrections will be posted on the notice board. Those with numbers already on their cars please make a note of it on your entry form if you wish to keep that number for this event.
If you would like to participate in the press stage on Friday, please make a note of it on your entry form and include a team bio.

1. Welcome to Upper Peninsula of Michigan, and the third
running of the Lake Superior PRO Rally, round #10 of the
1996 SCCA/Michelin PRO Rally series. Actually, including
the 45 years that the rally was called the Press-on-
Regardless event, this is the 48th running of a rally in
the U.P. Unlike many of the past events, there will be
no Keweenaw stages this year - home of such famous
stages as Brockway Mountain and Mandan Road - because of
the beating the roads took over the harsh winter. This
will be a one-day-only, Saturday rally which will get
underway at 2:01 PM today from the D&N Bank headquarters
in Hancock.
2. While the weather will be cold, with the high not
exceeding the low 40's F, it is not supposed to snow or
rain during the rally. Lows Saturday night could reach
into the 20's F, meaning ice in the muddy spots and cold
service crews. But then again, it was supposed to rain
on the first night of the rally last year, and we
received 18 inches of surprise snow.
3. 31 cars - 21 national cars and 10 divisional-only
entries are here for the event, a little low for a rally
in the UP. Several entries were all set to be here, but
last minute glitches have prevented their arrival.
--The new factory Saab 900 of Sam Bryan/Rob Walden lost
an engine while testing the car for the event. The
was a new powerplant installed after an engine let go
at the last event in Ohio, and team is not sure what
went wrong. They have already headed back to Seattle
to fix the car for the season finale in Olympia,
Washington, November 8 - 10.
--After a myriad of problems this year, the Tom Ottey/Pam
McGarvey Hyundai Elantra is parked for the rest of the
season and will not make it to Lake Superior.
--After their hard crash at the Sunriser event last month
in Ohio, the Pete Lahm/Jimmy Brandt Datsun 510 is a
total loss, but Lahm has bought the former John Golden
510, and should have his new car at the Olympia event.
--The Ed Maklenburg/Barbara Steencken Dodge Omni did not
answer the bell as a back-ordered fuel pick-up part has
sidelined the car, but the POR veterans are here to
work the event.

4. We start the class rundown with the overall championship
points chase, which really ended in Ohio last month when
Henry Joy/Mike Fennell in the Mitsubishi Lancer edged
Carl Merrill/John Bellefleur in the Ford Escort Cosworth
to win the event. While points leader Paul Choiniere
finished third in his Hyundai Elantra, Merrill really
needed to win the event to stay in contention. All
Choiniere has to do is start the event this afternoon -
which means getting his out-time from the D&N Bank
parking lot - and the two starting points he will receive
will clinch his sixth national championship in seven
years and his fifth title in a row. We will have to
search the record books, but this accomplishment might be
unprecedented in the annals of U.S. professional
motorsports. Legends Richard Petty, Mario Andretti,
Peter Gregg, Ivan Stewart, Steve Kinser, Mark Donahue,
Kenny Bernstein, or even Choiniere's car owner and step
father John Buffum - all dominant in their sport in their
day - never accomplished that feat. He still has a way
to go, however, to match Buffum's 11 national title and
108 national rally wins.
Still left to battle for second place overall are Merrill
and Selcuk Karamanoglu's Eagle Talon, which has already
clinched the Production GT title, but is only two points
behind Carl in the overall standings.
The overall co-drivers championship has become a battle
because Choiniere's regular co-driver, Jeff Becker, is
battling a herniated disk. Becker's bad back has kept
him from sharing in Choiniere's last two rallies, and
Merrill co-driver John Bellefleur and Karamanoglu's
navigator Yorgi Bittner will pass him in the points at
this event. Right now, Bellefleur has 89 points, Becker
90, and Bittner 91.
5. The points race in two other classes is over as well,
with Mike Whitman clinching the Group 2 title in Ohio
despite a significant off-course maneuver which cost him
15 minutes. Whitman's Datsun 510 has been unbeatable
this year, winning all five national rallies it entered,
and using co-drivers Ben Bradley and Paula Gibeault along
the way. Ms. Gibeault currently leads the co-driver
points, with none of her closest competitors running here
this weekend. Whitman is using rally veteran Dave White
as his navigator this weekend, and Jimmy Brandt, Lahm's
regular co-driver, will be navigating for Open class
competitor Gail Truess, and will not earn Group 2 points
here.

6. The other class besides Group 2 which has already been
decided is Production GT, where Selcuk Karamanoglu and
Yorgi Bittner have smoked the competition, winning one
event overall (the Doo Wops in Washington in March) and
going undefeated in the five national rallies they
entered. Even more impressive was the fact that they
finished second overall three times, third overall once
and fourth overall once at those rallies, often matching
or surpassing stage times of the Open class cars which
have as much as 150 more horsepower than Selcuk's Eagle
Talon. For the second straight rally, Selcuk has moved
into the Open class in order to gain a little more speed
without the Production GT restrictions in order to gain
the maximum amount of overall points. He is currently
only two points behind second-place Merrill.
For this event, there are two fast contestants in
Production GT. Regular Porsche driver Mike Hurst will be
driving Rob Bohn's Mitsubishi Eclipse, with Bohn in the
navigator seat, while the Steve Gingras/Bill Westrick
Mitsubishi Eclipse - which almost won this event overall
last year - is the other contender.
7. In the Production class battle, there are two contenders
for the national title, and they are only ten points
apart. Right now, the Lon Peterson/Bill Gutzmann Kia
Sephia has the upper hand, with a recent victory at the
coefficient three event at Prescott two weeks ago. The
Jim Anderson/Tad Ohtake Honda Prelude VTEC has had a
terrific year as well, winning the class three times to
keep the entry in contention.
Two other Production cars - both relatively new entries,
but both fast drivers - could have an impact on the
results. The Jay Kowalik/Jeff Wheeler Honda Civic, which
finished third in a strong field in Ohio, is back for
this event, while the Al Kaumeheiwa/Craig Sobczak Dodge
Neon finished right behind Jay in fourth.
8. The Doug Shepherd/Pete Gladyz Eagle Talon is always a
force here in the Upper Peninsula, with Shepherd being
responsible for helping former organizers lay out many of
the stages the racers will run. Shepherd has always run
well here, only to suffer disappointment near the end of
the event. Although they are not running the entire
series this year, a Shepherd win here would not be a
surprise.
